Poor Sanitary Condition of Detention Facilities Is Torture – Barr Uwagie
Human Rights Lawyer, Barrister Leo Osa Uwagie has
described the poor sanitary condition of some detention facilities in the
country as form of torture to detainees.
Barr Uwagie noted that, the poor sanitary condition
especially that of the police force compel detainees to pay for bail to quickly
leave these facilities for health reasons, which ordinarily they know is free.
Uwagie was one of the guest speakers at a One-Day Symposium to mark 2019 International Day in Support of Victims of Torture, held on Wednesday in Benin city, which was organised by the Edo Civil Society Organization (EDOCSO), an umbrella body of civil society
groups in Edo state.
The Human Rights Lawyer charged the Ministry of Environment
to ensure detention facilities across the country meets required standard for
such purpose.
He urged environmental officials to also visit public
institutions with detention facilities for thorough monitoring, as it would go
a long way to ensure they are fit to hold suspects.
Uwagie who decried arrest of accused persons by security
agents before commencing investigations, advised them to investigate and have
facts before inviting an accused, adding, obtaining evidence through torture is
a lazy way of investigation and amounts to human rights violation.
Earlier, another Human Rights Lawyer, Barr Dele Igbinedion
enjoined citizens to stand against any form of injustice in the society,
noting, human rights is a universal concept.
Barr Igbinedion reminded participants of their obligation to
defend the rights of fellow citizens, adding, “human rights is the
responsibility of everyone, as it affects all”.
Also present at the event with the theme: “Eliminating Torture In The 21st
Century”, were representatives of Department of State Service (DSS), Nigerian
Security and Civil Defence Corps (NSCDC), National Human Rights Commission
(NHRC), Public Works Volunteer (PUWOV), and others.
Highpoint of the occasion was the presentation of 30 Copies
of Administration of Criminal Justice Law in Edo State to EDOCSO by Barr Igbinedion, and was received by the Coordinator-General of the group, Leftist Omobude Agho.
